Why does Arkham Display Belongings

So this Question hit me while I was playing Asylum the other Day.
The scanable Items in The Asylum made me wonder why they Display these people's personal belongings such as Trophies....

Because it's the only way to include the Riddler side mission part in-game...

Personally I took it as Sharp being so proud of revamping Arkham & being able to house the biggest criminals in Gotham that he displayed them as trophies.
I mean if you caught Joker, would you want to keep something of his?
Also, why the POW not? xDDD

Sharp's a little on the loopy side, and the proud of himself and no others side. He takes it as himself being the savior of Gotham, and when the police (or in most cases, Batman) catch villains, he takes it as him doing it, he is showing off what "he" has done.

Catwoman is probably a bit insane,dressing up like a cat...But Pengy ain't crazy.He's supposed to be one of the few Bat-enemies who gets locked up in Blackgate,not in Arkham every time he's arrested.

Hahaha. Great topic. I never thought about it that way. But it sure worked great for the Riddler stuff. I really missed the Riddles in Origins.....but I digress.

Aside from the ears on her head, she doesn't really have a cat-like costume, though. And, if anything, it could just be seen as a cat burglar outfit.

Actually in game he is not an inmate. The reason his stuff is there is just cause sharp is collecting things from batmans enemies. Hell it could be that he wants to know about the non insanity side of crime. It's not a big problem.

The day after that, a new tenant moved in next door and begin blasting their stereo at all hours of the day and night. The landlord stopped taking his calls. The church he attended was closed for fumigation, after a bizarre infestation of killer bees. The park where he liked to sit and read was annexed and bulldozed.

And then the chef, who was a recovering alcoholic, woke one morning to find that a 24 hour liquor store had opened across the street from his apartment. Less than two months after he'd crossed paths with the Penguin, a night janitor found the chef in a bus station restroom. He'd hanged himself.

Her goggles & gloves are.
So if she wasn't housed there for a time, Sharp somehow got her things.
But according to the party list, her name was on there but had a frowning face.
So I'm assuming she was an inmate but got out before AA
