Philadelphia in Asylum

What is with the open books in Arkham Asylum that are opened with the word Philadelphia in big bold print on the page. Every open book is opened to this page. Is there anything specific or a purpose for this. Rocksteady always does something for a reason and this Philadelphia page might mean something. Maybe the brotherly love portion. Like the Cain and Abel reference in Arkham City, maybe this is Joker pointing out he and Bats are "brothers".

This also could be a reference to Hush, after leaving Gotham he did spend most of his time in Philadelphia. This was also seen quite heavily in Arkham City. I hope that this is a pointer towards some happening in Arkham Knight, I know that he probably isn't the Arkham Knight, but perhaps he's funding the whole "test Batman until he dies".

I honestly just assumed it was a convenient texture to re-use, I didn't attach any significance to it. But who knows?
