I highly doub't we'll see any of the Batman Incorporated characters, but they would be pretty awesome. I'd say his chances in A3 are 0.25/10

Additional Information:
After his parents died, David and his brother became child soldiers and spent years fighting in wars. At this time they were both dubbed as brilliant in this field - relentless and extremely talented at killing others. Eventually David's brother and General are killed and, finally free, David spends the remainder of his younger years in an officers before getting a job with the local law enforcement.

Once Bruce Wayne started Batman Incorporated, it wasn't long before Bruce came to Tinasha and David was recruited to the team, taking the alias Batwing and becoming a part of the cause to stop Leviathan. David has a good knowledge of martial arts and uses a large array of gadgets as well as his battle suit that allows him to fly - all of this courtesy of Batman. David is also a skilled detective thanks to his experience with the Police and also uses his occupation to his advantage when solving crimes and finding information on his enemies.

Possible role in Arkham 3:
With the Government out to get Batman after Hush stole his identity and Scarecrow trying to take control of Gotham - Batman has no other choice to call in his allies; Batwing being one of them.

OR After reported news of Scarecrow's fear gas causing havoc worldwide and the problem becoming too much for the Bat family and the Government, Bruce decides to launch Batman Incorporated - a business endorsing the Bat-brand and making it global to ensure the world has high-standard protection from villainy. Batman notices Batwing's efforts in Africa and recruits him to the cause, eventually having to go and help him as Scarecrow's plans lead to David's territory.

0/10 chances of appearing. Batwing is to new a character to appear and I highly doubt this game will have a global scale.

Like the character, but really doubt Batwing would appear in A3.

ahhhh... batwing, a completely under-used character with alot of potential, if they wanted to, rocksteady could give batwing the fame he needs.

possible role in A3: after the mental pain batman is having to go through after the events of arkham city, batman has taken on batwing as a new side-kick, training him up will help keep his sanity. Batman has taken on batwing to become a independent but trustworthy hero to help keep third-rate villans at bay.
