As a boy his family was destitute and his father was forced to borrow money in order to buy food. Despite the death of his father the local gang still extorted the money with a huge amount of interest from them every week. One week the boy's single-mother was unable to pay, so was beaten. The boy beat the thug to death with a hot poker. After years of abuse in juvenile prison, his already fragile mind was shattered when he returned home to find that his sister had starved to death and his mother had killed herself.
He saw the deaths of his family as the 'balance' for his killing of the collection thug. His twisted logic convincing him that he should be the one to restore the unbalanced debts.
Years later, dressed in dark garb of a 19th century tax collector, he emerged in Gotham City, calling himself the Tally Man. Hired by the underworld to "collect" on debts owed, his fee is not money, but human lives. When Tally Man attempts to collect the "debt" owed by Batman, will the Dark Knight be able to avoid paying the Tally Man?

Seeking to strike a balance for justice it would be natural for Tally Man and Two Face to gravitate toward each other. Hired by Two Face to act as enforcer, Tally Man targets both Dent's criminal rivals and the Batman and his allies.
