Red_Robin.
Why is the concept art at the bottom the Museum? When the article is about the courthouse?

In Other Media: There has been no mention of this location in other media. It's exclusive to the Arkhamverse (even though there are other courthouses in the Batman mythos).
Possible Role in Arkham Origins: Shown as an actual courthouse that might show Harvey Dent becoming Two-Face via acid burn. Or maybe this can be used as a takeover location for Black Mask as he completes his reign across Park Row/Gotham.
Featured Role: Solomon Wayne Courthouse is a pivotal location in Batman: Arkham City, as it is the first indoor location you enter in, and is the location where Batman saves Catwoman from Two-Face. After Two-Face was defeated by Batman, he fled the place to eventually move into the Museum. Calendar Man has been imprisoned in the basement of the courthouse after Two-Face originally took over the courthouse as base of operations.
Possible Role in Arkham 3: Seems unlikely, but maybe the Scarecrow can take over the place and turn it into a trap for Batman.
You are the product of everything you fear: violence, darkness, helplessness. All that remains is for you to watch, as I drag your beloved Gotham into oblivion. -Scarecrow, Batman: Arkham Knight

Courthouse, courthouse... well, here resides a place of blind justice. Given the expense, the only use of it cleverly made is with Two-Face.
However, I do see potential with Anarky. He could hold politicians, judges, etc. for ransom, testify his own rants of injustice and so forth, while getting some screen time rather than hide behind the scenes in B:AO.
