Arkham City Bio
The daughter of Gotham City's Police Commissioner James W. Gordon, Barbara Gordon was forbidden by her overprotective father from joining the GCPD.
Instead, she took the identity of Batgirl and was a crime-fighting partner of Batman for years. But that all ended when the Joker shot through her spine.
Paralyzed from the waist down and confined to a wheelchair, Barbara adopted the new identity of Oracle and now aids the Dark Knight with her computer expertise, providing Batman with a constant stream of information in the field to aid his battle against crime.

Additional Information
Barbara Gordon's eidetic memory helped her on her way to an early entrance into university and a successful career as an administrator of Gotham City Public Library.
After losing the ability to walk, Barbara rededicated herself to fighting crime by becoming an unparalled computer hacker and employing specialised field agents, such as Huntress and the Black Canary.
As a sign of independance, Barbara's wheelchair has no handles. Oracle continues a grueling training regimen and has outfitted her chair with hidden extendable batons and taser weapons.
Possible role in Arkham 3
Continued support from the Clocktower. The Clocktower itself could be a possible hub for Gotham's heroes as the City descends into it's latest catastrophe. We could also see an echo of the Hunt for Oracle storyline, in which a crime lord hires mercenaries to track down and destroy the Bat-family's greatest asset, only to find that Barbara is nowhere near defenseless.
