Arkham Asylum Bio
Arnold Wesker was a timid orphan whose deep repression erupted in a barroom brawl, resulting in him being sent to Blackgate Prison. Gotham's Blackgate Penitentiary once had a Gallows Tree, from which 313 criminals with death sentences were hung. The wood from that tree was whittled by an inmate into the puppet Scarface. It was in Blackgate that Wesker first encountered Scarface and promptly murdered the man who had carved the puppet. The two are now inseperable, with Scarface directing a series of criminal activities. While most believe that Wesker is simply acting out a second, dark personality through the puppet, Wesker sees himself as a reluctant lackey who merely does the bidding of the puppet who is possessed with the souls of all who died bneath the Gallows Tree.

Arkham City Story
the original Scarface puppet was carved from the old gallows treeat Blackgate prison and eventually fell into the hands of the meek Arnold Wesker, who'd disappointed his mafia family by showing more interest in ventriloquism than gunplay.
Scarface became an unlikely mob boss in Wesker's hands - until Wesker was locked up in Arkham Asylum without his precious puppet. Forced to improvise, he scrounged up the materials for a new Scarface - one left mute upon Wesker's departure from the asylum.
When Joker took over Arkham, he discovered Scarface in lock-up and took a liking to the puppet. Scarface quickly recieved a garish repaint and a new voice, complete with a demented laugh and a twisted sense of humour.
When Batman shut down the Joker's riot at Arkham Asylum, it seemed the relationship between the newly demented Scarface puppet and the Clown Prince had ended - until one of te Joker's old henchmen, Mugsy Binks, showed up at the Steel Mill in Arkham City. He'd rescued Scarface from the old Asylum, knowing that it would buy him favour with Joker. Mugsy was skillful enough to make a dozen more copies, freeing the Joker to mutilate any puppet that failed to amuse him.
After all, another Scarface could quickly be built up for him to laugh with, abuse and then break into pieces. Joker's only regret is that people aren't so easily toyed with and replaced - or are they?

Ventriloquist and Scarface are never really the main villains in a lot of comics, graphic novels, or episodes, so it would be great to see them taking a role as big as Penguin's was in Arkham City. Owning a casino down town, and maybe even a large area. They would act very much like the mob, having their thugs dressed in smart suits that gangsters usely wear, maybe making deals with other criminals. Ventriloquist should also be shown as very weak, and easyly controled by Scarface. We should see the fear and shock on Ventriloquist's as Scarface kills someone, and he should also be made so we feel a bit sorry for him, that this wasn't the life he chose, but the life his personality disorder chose for him. Him and Scarface will probably end up getting into gang fights with other villians like Black Mask, Falcone, and Penguin, and Batman needs to come in to stop them from destroying the city. Rhino and Mugsy should also appear with them too, as body guards for them, and make it hard for Batman to get to them easyly.

Finally, I have been waiting for Scarface & Ventriloquist for a long time as they are my favorite villain :scar:

Additional Information:
Arnold Wesker was born into a powerful mafia family and tragedy struck when he witnessed the murder of his mother by a rival family. This is probably the reason he developed Dissociative identity disorder and kept his emotions for himself. Wesker was now an orphan and many years later he killed someone at a barroom brawl when his anger erupted in a violent release. He was sent to Blackgate Penitentiary and shared the cell with the murderer Donnegan who had carved out a ventriloquist dummy from a gallows tree. The dummy urged Wesker to kill Donnegan and then escape through a tunnel the inmate had made. When free, Wesker tried to practice ventriloquism but wasn't able to pronounce the letter 'b' which instead sounded like a 'g'. Although, in Wesker's hands Scarface became a ruthless mob boss with no sympathy for human life and became one of the major crime lords in the Gotham underworld.

Thanks to Wesker's low self esteem and the violent and dominating nature of Scarface; he is often degraded by the dummy, both verbally and physically. Wesker is often then ironically called "dummy" by Scarface. It's also notable to add that Wesker escapes the responsibilities of his actions as he blames Scarface for the criminal acts he commits. By escaping reality like this he can be a very dangerous foe to apprehend.

Possible role in Arkham 3
By implying that the "real" and original Scarface was left behind somewhere when Wesker was send to Arkham Asylum he probably went looking for the dummy when he was released. And he apparently found it as he is heard on the Cryptographic Sequencer to have made a return to his former criminal lifestyle. After the death of the Joker, there will probably be a gang war between the remaining super-criminals on who will to take control of the Joker's old turf and resources. The trigger-happy Scarface wouldn't let a opportunity like that slip by and would very likely join the fighting with brute force and a strategic mind.

8/10, I think there is a big chance that Scarface & The Ventriloquist will appear in the next game as they had many cameos and hints in the previous games.

I like this idea a great deal and this is also how I would make the character's personalities for the third game. Also it could be an interesting idea (which have read somewhere else before) that during the boss fight with the Ventriloquist you should try to get to the right moment/location to use your grapple gun to take Scarface from the Ventriloquist while fighting mobsters (including Rhino with about the same build as Hammer & Sickle).

Possible role in Arkham 3:

After being thrown off the island alone and given a cell in solitary confinement at Blackgate following the events of Arkham Asylum, Arnold Wesker became a silent innocent bystander by the time the events of Arkham City came around, and just in time to land him parole to spare him from the chaos of his former fellow inmates. After the events of Arkham City however, Wesker was eager to move back to his old apartment in the former prison district. After unlocking the door and happily finding it to not be ransacked as most of his neighbors complained of, Wesker turned around to see a broken window with a mutilated Scarface doll with a hideous smile carved on its face. He recognized it instantly as a fake, but that didn't help stop his nightmares. Nightmares of his only friend , (albeit a bossy one) being tortured by a sadistic clown with chisel. Now he has one goal in mind find the REAL Scarface and make Joker's goons pay for hurting his one friend, to do that he's got a few of his most loyal (and gullible) goons back at his side, helping him in his hunt for his old friend, but all they manage to bring is more fakes with twisted grins and green hair... which only makes the nightmares worse... By the time Batman finds him will he be more twisted than the mangled dolls he's found, or will he still be sane enough to recognize Scarface's old enemy: batman?
